Safety Check

ASTM F963 (US) and EN 71 (EU) both use a standardized small parts test cylinder to determine whether an object poses a choking hazard to children under 3 years old.

Small parts test cylinder dimensions:

  • Diameter: 31.75 mm (1.25 inches)
  • Depth: 57.15 mm (2.25 inches)
  • Angled at 45 degrees to catch elongated objects

An object is a small part — and therefore a choking hazard — if any portion of it fits entirely within the cylinder. This includes objects that can be compressed into the cylinder (soft squeezable toys, foam parts).

What fails:

Any toy part is a small part if all three are true:

  1. Diameter or width less than 31.75 mm
  2. Length less than 57.15 mm
  3. Not attached to a larger non-removable part

Age labeling requirements:

The “Not suitable for children under 3 years” warning label is required if any small part is present. Parts attached via approved tamper-resistant methods may be exempted. Balls under 44 mm diameter have their own “small ball” classification.

This calculator is a screening tool. Official compliance requires a physical test cylinder under ASTM F963-17 Section 8.7 or EN 71-1 conditions.
